EU naval forces boarded the oil tanker Sun on August 30. This marks the sixth time EU operations have inspected a vessel suspected of belonging to Russia's shadow fleet.

The boarding was conducted by Operation EUNAVFOR MED IRINI during surveillance activities in the Mediterranean. EU foreign policy chief Kaja Kallas stated the Sun was suspected of sailing under a false flag in breach of international maritime law.

"Illegal oil sales from shadow fleet ships are a critical lifeline for Russia’s war in Ukraine, and we’ll continue to cut them off," Kallas said.

Expanding Enforcement Tactics

The latest action signals a shift in EU strategy. The bloc is moving beyond simply listing sanctions to actively challenging the nationality of vessels linked to Russia's oil trade. The boarding was authorized under Article 110 of the United Nations Convention on the Law of the Sea. This article allows warships to verify a merchant vessel's nationality if there are reasonable grounds to suspect it is using a false flag or has no nationality.

Operation IRINI was originally established to enforce the UN arms embargo on Libya. Its mandate was expanded earlier this year to include these flag-verification boardings. Similar authority has also been granted to the EU's counter-piracy mission, Operation ATALANTA, in the western Indian Ocean.

Recent Boarding Operations

EU operations have conducted several similar inspections in recent months. Earlier in August, Operation IRINI boarded the EU-sanctioned tanker Toa Payoh in international waters west of the Italian island of Pantelleria. The vessel was sailing under a declared flag of Cameroon, prompting the inspection to verify its legitimacy.

The vessel's master initially declined to cooperate. Italian naval personnel were then inserted by helicopter from the frigate ITS Thaon di Revel. The inspection concluded without incident.

In another previous mission, Operation IRINI boarded the sanctioned tanker South Star. This followed questions about the vessel's claimed nationality.

The Shadow Fleet Challenge

The EU's actions target what Western governments call Russia's shadow fleet. This is a loosely defined network of tankers used to move Russian oil outside traditional Western shipping, insurance, and financial channels. Officials allege vessels in this fleet frequently use opaque ownership structures, switch flags and registries, and operate with questionable insurance.

European officials are increasingly focused on false-flag operations as an enforcement tool. UNCLOS provides specific legal rights for warships to approach and verify vessels whose nationality is in doubt. This offers a potential pathway for direct intervention.

The issue is set for further discussion. Kallas said actions against the shadow fleet will be on the agenda when EU defense ministers meet in Ireland this Tuesday.
