Hutchison Ports and MSC’s Terminal Investment Limited have resumed discussions over the Omega container terminal project in Rotterdam. Talks had broken down earlier this year, creating uncertainty over the major infrastructure plan.

Project details

The Omega project was first announced in August 2022 as a joint venture. It aims to develop a new, highly automated container terminal in the Europahaven area of Maasvlakte I. The plan incorporates the northern section of Hutchison Ports ECT Delta and the Hutchison Ports Delta II site.

The proposed terminal would be built in phases. Its design includes five deep-sea berths with a combined quay length of roughly 2.6 kilometres. Annual capacity is projected to be between 6 and 7 million TEU.

Stakeholder positions

Dutch trade unions FNV Havens and CNV disclosed the renewed talks. They learned of the development during a meeting with Hutchison Ports Delta II management on 1 October 2026. The Port of Rotterdam Authority is pushing for a clear answer on the project's future. It wants clarity before 1 January 2027.

Leo Ruijs, director of ECT Rotterdam, stressed that clarity on the deal must be reached before the end of the year. The FNV Havens trade union remains sceptical about the prospects for an agreement. FNV Havens said: "Hutchison Ports Delta II management confirmed that negotiations with TiL had resumed but did not provide details about their content or progress."

Alternatives and outlook

Management had previously worked on a backup plan. This alternative scenario involved the possible transfer of employees and equipment to ECT if the Omega project collapsed. Work on that contingency plan is now suspended following the restart of talks with MSC's investment arm.

Hutchison Ports Delta II management expects container volumes to rise in the fourth quarter compared to the summer period. The renewed dialogue represents a further opportunity to advance the development. No final agreement has been reached. Any investment decision, revised project timetable, or construction schedule remains unconfirmed.

Leadership communication

Leo Ruijs, who leads ECT Rotterdam, part of Hutchison Ports, informed staff of the resumed talks in a letter. He communicated the need for a resolution by year-end. The port authority could offer the site to other interested parties if the Omega project does not move forward.
